Stop signs on Old Nashville Road at Jones Lane

Several of you called me worried about speeding on Old Nashville Road. It’s a long stretch, and I heard you. In September 2025 I brought a resolution to the Board for stop signs at Jones Lane. The Board asked for an engineering review first, which was the right call. In November our City Engineer recommended two stop signs, painted stop bars and advance warning signs because of sight distance at that intersection. I made the motion, Vice Mayor McDonald seconded, and it passed 5 to 0.

That’s how it ought to work: you call, we listen, and we do it right. I care about your family getting home safe, and I’m committed to always picking up the phone.

A property tax freeze for our seniors

In March 2008 the Board took up the Property Tax Freeze for homeowners 65 and older who meet the income limit. Commissioner Arney made the motion on first reading and asked the County Trustee to handle applications for city residents along with the county’s. I seconded, all were in favor, and it passed its final reading that April.

Our seniors built this town, and many of them live on a fixed income. I’m concerned about every one of them being able to stay in the home they love, and I’m committed to looking out for them.

Nearly $1 million for sidewalks

In July 2016 we shared the news that TDOT had approved just under $1 million to connect sidewalks in Fairview, from the south side of Bowie Lake Road all the way to Jingo Market. Ron Rowe and Scott Tucker helped with the grant application, and I made sure to recognize them that night. Two weeks later I presented the $939,000 grant contract to the Board. Commissioner Johnson made the motion, Vice Mayor Sutton seconded, and all were in favor.

Sidewalks mean a child can walk to a friend’s house and a neighbor can take an evening stroll safely. I hope to see Fairview connected end to end, and I’m committed to chasing every grant dollar that helps.

A three-way stop at Horn Tavern and Bahne

Sometimes the job is as simple as listening. In December 2003 I’d been asked to look into the corner of Horn Tavern Road and Bahne Road, and I felt stop signs were needed there. I made the motion for a three-way stop, Commissioner Arney seconded it, and every commissioner voted yes.

A stop sign won’t make the news, but it matters to the mamas and daddies driving that road with a car full of kids. Your family’s safety has always been my concern, and I’m committed to keep on listening.

A Storybook Trail at Bowie Nature Park

Picture a child walking a trail at Bowie and reading a storybook one page at a time, sign by sign. In March 2025 our Park Program Coordinator, Bre Bailey, brought that idea to the Board: ten signposts along an existing trail, in partnership with the Governor’s Early Literacy Foundation, with a starting budget of $5,000 and potential sponsors lined up. I made the motion to approve it, Commissioner Roberts seconded, and it passed 4 to 0.

All the credit goes to our park staff for a wonderful idea. I hope every child in Fairview grows up loving books and the outdoors, and I’m committed to saying yes to ideas like this one.

“Fairview Welcomes You”

First impressions matter, even for a town. In June 2005 I made the motion to let our Chamber of Commerce go ahead with improving the welcome signs coming into Fairview, and all were in favor. In October 2006, when it came time to choose the wording for the new signs, I recommended “Fairview Welcomes You.”

It’s a simple line, but it says who we are. I hope every family that moves here feels that welcome, and I’m committed to keeping Fairview the friendly place I’ve always known.

Recovering from Winter Storm Fern

Winter Storm Fern was hard on Fairview this year, and hard on Bowie Nature Park. In February 2026 I made the motion to ratify the city’s Civil Emergency proclamation, which keeps Fairview eligible for recovery funds. Mayor Anderson seconded, and it passed 5 to 0. In April, Vice Mayor McDonald moved to use Tree Bank funds for debris cleanup, hazardous tree removal and replanting at Bowie. I seconded, and that passed 5 to 0 too.

I’m thankful for the city crews and the neighbors who looked after one another through it. I hope we never see another storm like it, and I’m committed to standing with Fairview’s families when times are hard.

Going after grants for our firefighters

In 2007 our Fire Department found three grants worth going after, and I was glad to make the motion on each one. In June we voted to apply for an $850,000 federal grant for communication equipment to benefit every fire department in Williamson County, with the County covering the 5 percent match. That same month we approved a $3,000 matching grant for two sets of bunker gear. In October we voted to apply for a $19,950 Fireman’s Fund grant for rescue equipment, with no match required. All three passed with all in favor.

Our firefighters did the legwork. My part was saying yes. I hope they always have what they need to come home safe, and I’m committed to backing them.

A flag for the City of Fairview

In October 2014 a citizen asked whether Fairview had a city flag. We didn’t. As City Manager I brought a design to the Board, noted it would cost around $100, and offered to pay for the first flag myself. Two citizens offered to pay for it too. The Board chose to move forward with a citizen’s design that draws on the Tennessee flag and our city seal, and in December 2014 the new city flag was presented at the Board meeting.

It started with one neighbor’s question. I love that about this town. I hope we always take pride in Fairview, and I’m committed to serving it with the same pride.

Land for soccer and football fields

At my last meeting of that term, in November 2008, I made the motion to adopt the resolution transferring city property to Williamson County for soccer and football fields. Commissioner Arney seconded, and all were in favor. That night I asked County Mayor Rogers Anderson whether the fields could make it into that year’s budget. He told us honestly that the economy meant a wait, but that the County would build them as soon as it could.

Our kids need room to run and play close to home. I care about every child in this town having that chance, and I’m committed to keep working for it.

First steps toward Fire Station 32

As Fairview grows, help needs to be close by when you call. In November 2023 Chief Hughes told the Board his department’s committee had reviewed six firms and held interviews, and he recommended Renaissance Group to design Fairview Fire Station 32. I made the motion to approve, Vice Mayor Butler seconded, and it passed 4 to 0.

The Fire Department did its homework, and I was proud to back them. I’m concerned about response times for every family in this city, and I’m committed to seeing that station through.

The redbud becomes Fairview’s official tree

If you love seeing the redbuds bloom around town every spring, here’s a little history. In April 2004 our Tree Commission recommended changing Fairview’s official city tree from the Red Maple to the American Redbud. I was glad to make the motion on both readings, and the Board passed it with all in favor.

The credit belongs to the Tree Commission volunteers who cared enough to ask. I hope we always keep Fairview green and pretty for our children and grandchildren, and I’m committed to doing my part.

Sidewalks along Highway 100 to the Rec Center

Just before Christmas 2024, I made the motion to authorize the Mayor to sign TDOT’s proposal for a sidewalk project along Highway 100, running from Bowie Lake Road to the Fairview Recreation Center. TDOT installs the sidewalks and the city maintains them. Commissioner Roberts seconded, and it passed 4 to 0.

This project has been in the works for years, and I’m glad to see it moving. I’m concerned about folks having a safe way to walk our main road, and I’m committed to staying on it until the concrete is poured.

More help for our Police Department

In April 2008 I made the motion to hire another drug officer, one who would work only inside the City of Fairview. Vice-Mayor Johnson seconded, and all were in favor. Two weeks later Chief Harris asked to buy four new police vehicles with money already budgeted in the Drug Fund. I made that motion too, Commissioner Mangrum seconded, and all were in favor.

I’m concerned about keeping drugs away from our young people, same as any parent or grandparent. I’m thankful for the officers who do that work, and I’m committed to giving them what they need.

Landscaping the Highway 96 and Highway 100 interchange

The Roadscapes project to landscape the interchange at Highway 96 and Highway 100 was first approved back when I sat on the Board of Commissioners, and it took ten years to bring it to life. In May 2016, as Interim City Manager, I reported that planting had begun. We held a dedication honoring Dan Kubit, who was instrumental in the project. The cost was an 80/20 split with the State.

That interchange is Fairview’s front porch. I care about how our town greets people, and I’m committed to seeing it looked after.

A new employer for the Industrial Park

Good jobs close to home mean more evenings with the whole family around the supper table. In December 2006 the city received a $156,900 bid for a lot in our Industrial Park, and the business planned for that land expected to employ 22 people in its first phase. I made the motion to accept the bid and contract, Vice-Mayor Arney seconded, and all were in favor.

I care about our neighbors being able to earn a good living right here in Fairview. That hope hasn’t changed, and neither has my commitment to work for it.

Fireworks for Fairview’s July 3rd celebration

There’s nothing like a small-town fireworks show with your family on a blanket beside you. In April 2023 our City Manager brought the Board an agreement for the city’s July 3rd event and told us the price was very cost effective. I made the motion to approve it, Vice Mayor Butler seconded, and it passed 5 to 0.

The nights we spend together as a community are worth protecting. I hope Fairview always gathers to celebrate, and I’m committed to keeping those traditions going for your family.

Sewer service for Crow Cut Road neighbors

Back in April 2003, two of our neighbors out on Crow Cut Road had bought sewer taps but had no line to hook onto. I asked for it to be put on our agenda. Vice-Mayor Mangrum made the motion to extend the line and connect them, I seconded it, and the whole Board said yes.

It was a small job, but not to those two households. Folks who pay for a service ought to get it. I hope to keep looking out for Fairview’s families the same way, one street at a time, and you have my commitment on that.

Planning Commission service and the day Publix opened

After my term on the Board ended, I wasn’t ready to quit serving. In February 2009 the Board of Commissioners unanimously appointed me to the Planning Commission as a citizen member, and I had the honor of serving as its chairman. Those were the years the Publix project came through. After the store opened on March 2, 2011, I went to the next Board meeting simply to say thank you to the current and previous commissioners, the Planning Commission and the Tree Board for their effort.

No one person brings a grocery store to town. It takes a lot of folks pulling the same direction. I hope we keep pulling together, and I’m committed to doing my share.

Bringing back the Fifth Thursday Open Forums

Good government starts with listening. In early 2008 some citizens asked me about bringing back our open forum meetings. I carried that request to the Board in March 2008, Commissioner Arney made the motion to reinstate the Fifth Thursday Open Forums, and all were in favor.

You should never have to wonder whether your commissioners will hear you out. I care about what’s on your mind, and I’m committed to staying easy to find and easy to talk to.

A new fire truck at a good rate

A fire truck is a big purchase, so how you pay for it matters. In March 2026 the Board considered a note of up to $1,010,000 to buy a fire truck for our Fire Department. Twenty-five banks were asked for rates, and the lowest came in at 3.85 percent from First Federal Bank. I made the motion to approve, Commissioner Roberts seconded, and it passed 5 to 0.

Our firefighters need dependable equipment, and you deserve to know we shopped for the best deal. I’m concerned about both, and I’m committed to keeping Fairview safe and careful with its money.

A citizen Park Commission for Bowie Nature Park

Bowie Nature Park is the heart of Fairview. In December 2004 I asked the Board about sitting down with the Tree Commission on a master plan for the park. After meeting with the Tree Commission and park staff in January 2005, I brought back their recommendation: a permanent board to set recreation policy and priorities for the Nature Park.

In February 2005 I made the motion on first reading to establish Fairview’s Park Commission. In April I made the motion to seat its first members, including folks recommended by the Planning Commission, Friends of Bowie Nature Park and the Fairview Recreation Association. Citizens having a real say in their park is something I still care deeply about, and I’m committed to keeping it that way.

Redbuds along Bowie Lake Road

When Bowie Lake Road was widened, landscaping was left out of the final plans. As Interim City Manager I went to the Park Board in November 2013 and recommended planting redbud trees and shrubbery along the road. In February 2014 I suggested paying for it from the tree bank fund. The Park Board voted unanimously to recommend that, and the Board of Commissioners approved the streetscape plan in March.

That April I told the Park Board the oaks had been tagged and I’d be heading to Manchester to pick up the redbuds. By June 2014 I reported to the Tree Board that the planting was mostly complete. The road into our park ought to look like it leads somewhere special. I hope you enjoy those trees every spring, and I’m committed to keeping Fairview beautiful.

Asking more of new subdivisions

In the summer of 2006 I was serving on both the Board of Commissioners and the Planning Commission, and the two boards had met in a joint workshop on our zoning rules. In July 2006 the recommendations came to the Board for a vote. I made the motion to require half-acre lots around the outside edge of RS-15 subdivisions, with the smallest lots kept to the middle. I also seconded the motion to require a traffic study for any subdivision of 50 lots or more, down from 100. Both passed with all in favor.

Growth is coming whether we’re ready or not, so we had better be ready. I’m concerned about our roads and our neighborhoods keeping their character, and I’m committed to growth that respects the families already here.

A clearer tree ordinance and a full Parks and Landscape Board

Serving on our Parks and Landscape Board, I’d seen the board run into several discrepancies in the city’s tree ordinance. In February 2024 I put it on the Board of Commissioners’ agenda for discussion. Vice Mayor Butler then brought forward a new ordinance replacing the “Tree Planting and Protection” chapter of our city code. I made the motion to approve it on first reading in April and on final reading in May 2024, and it passed 5 to 0 both times.

That same night in May I made the motion to confirm eight citizen members and one commissioner to the Parks and Landscape Board, and that passed 5 to 0 as well. Good rules and good volunteers are how a town stays green. I’m thankful for both, and I’m committed to working beside the citizens who give their time.

A bridge named for a fallen Marine

Some votes stay with you. In December 2007 State Representative Glen Casada asked for our Board’s permission for the State to name the bridge at Highway 96 and Highway 100 for Richard Buerstetta, a young U.S. Marine from Williamson County who was killed in Iraq. I made the motion, Commissioner Arney seconded, and all were in favor.

It was the least we could do. I hope Fairview never forgets the families who have given so much, and I’m committed to honoring those who serve.

New lights for the Fairview Ballpark

A few months after I came back to the Board, the city and Williamson County teamed up on new lighting at the Fairview Ballpark. In March 2023 Commissioner Johnson made the motion to approve the project, with the city’s share set at $214,761, and to form a committee to look at what our other youth sports need too. I seconded, and the motion passed 3 to 1.

A lot of us grew up at a ballfield somewhere, and our kids deserve a good one. I care about every child having a safe, well-lit place to play, and I’m committed to working with the County to get it done.

A special census to get Fairview its fair share

State-shared tax dollars follow population, and by 2005 Fairview had outgrown its old count. That November Commissioner Mangrum moved that we go ahead with a special census, and I seconded it. Our City Manager felt an updated count could mean as much as $100,000 more for the city. All were in favor.

By April 2006 the count was in: 7,014 residents, a 20.5 percent increase. I’ve always wanted growth to carry its own weight, and I’m committed to making sure Fairview’s families get every dollar they’re due.

Paving New Hope Road, New Hope Pass and Dice Lampley

A good price on paving is always welcome news. In November 2015, as City Manager, I brought the Board a budgeted bid of $71,280 to resurface New Hope Road, New Hope Pass and part of Dice Lampley Road. Commissioner Johnson made the motion, Vice Mayor Sutton seconded, and all were in favor. By the December 17 meeting I was able to report the paving was finished.

Smooth roads may not be exciting, but you notice when you don’t have them. I’m concerned about the roads your family depends on, and I’m committed to stretching every paving dollar.

No fee for a yard sale

Here’s a small one that still makes me smile. In May 2008, after the Board talked over sign fees and yard sale permits, I made the motion to set the yard sale permit fee at zero dollars. Commissioner Arney seconded, and the motion passed.

A family clearing out the garage on a Saturday morning shouldn’t owe the city a dime for it. I hope Fairview always keeps its common sense, and I’m committed to bringing mine to the table.

Fair pay for the calls our firefighters answer

In June 2025 the Board took up an agreement with Williamson County for firefighting and emergency response. Chief Hughes explained that the County will reimburse the city $250 per call, paid quarterly. I made the motion to approve it, Commissioner Bufalini seconded, and it passed 4 to 0.

Neighbors help neighbors, and it’s only right that Fairview’s taxpayers are treated fairly when we do. I’m concerned about every dollar you send to City Hall, and I’m committed to looking after it.

Opening the Nature Center to more families

In the summer of 2003 I worked with the Parks and Recreation Ad Hoc Committee on how more of our families could use the Nature Center at Bowie. We met out at the Nature Center that July, and I carried the group’s suggestions back to the Board of Commissioners. In October 2003 Vice-Mayor Mangrum moved the final reading of the ordinance setting fees for use of the Nature Center, I seconded it, and all were in favor.

That building belongs to the people of Fairview. My hope, then and now, is that our parks stay open and welcoming to every family, and I’m committed to keeping them that way.

A trail bridge at Bowie and improvements at Triangle Historical Village

Two votes in December 2023 meant a lot to me. Commissioner Johnson made the motions and I seconded both: one to bring in an engineer to design the Perimeter Trail Bridge at Bowie Nature Park, and one for engineering on parking spaces and a sidewalk at Triangle Historical Village. Each passed 3 to 0. Mayor Anderson shared that Dr. Neil Rice had written a grant for the Triangle property, and it was approved for $60,000.

I went to Triangle School for a year myself, back in the third grade, so that place is part of my own story. I hope our children always know where Fairview came from, and I’m committed to caring for our history and our trails.

A Tree Replacement Schedule for Fairview

Our trees are a big part of what makes Fairview feel like home. In December 2006 the Fairview Municipal Tree Commission recommended a Tree Replacement Schedule for the city. I made the motion to have our City Attorney prepare the ordinance, and all were in favor. Two weeks later I seconded its first reading.

The Tree Commission did the careful work. I was just glad to help carry it across the line. I hope Fairview stays green for the families who come after us, and I’m committed to looking after what we’ve been given.

A City Manager Report for everyone to read

In October 2014, as City Manager, I presented the first City Manager Report to the Board and let folks know it would be on the city website the next morning. The idea came from a citizen, Mrs. Brooks, and I thanked her for it that night. At that same meeting we recognized our very first Employee of the Month, Tom Daugherty.

You have a right to know what your city is doing, and the people doing the work deserve a pat on the back. I care about a City Hall that is open and honest with you, and I’m committed to keeping it that way.

Training and gear for our firefighters

In February 2005 the Board voted to hire a training officer for our Fire Department and to buy $11,883 in gear for our new volunteer firefighters. Then came the question of how to pay for it. I made the motion to approve the budget amendments that covered both, Commissioner Mangrum seconded, and all were in favor.

The men and women who run toward trouble for us deserve good training and good gear. I’m grateful for every one of them, and I’m committed to standing behind the people who keep Fairview’s families safe.

Resurfacing the parking lot at Veterans Memorial Park

Veterans Memorial Park ought to look like we mean it. In September 2023 I made the motion to award the bid, to the lowest responsible bidder, for resurfacing the park’s parking lot. Vice Mayor Butler seconded, and it passed 3 to 0.

It’s a small thing next to what our veterans gave. I’m grateful to every one of them, and I’m committed to taking care of the places that honor them.

A redbud for our neighbors after the tornado

The tornado of February 5, 2008 took homes and property from families in our community. That March the Fairview Tree Board asked to plant a donated Redbud at City Hall on Arbor Day, dedicated to those who lost so much. Commissioner Arney made the motion, I seconded, and all were in favor.

A tree can’t replace a home, but it says we haven’t forgotten. I hope Fairview always pulls together the way it did that spring, and I’m committed to being there when our families are hurting.

Holding a big developer to its word

In October 2013 I was back on the Planning Commission when the bonds covering Walmart’s road and site work were coming up on their expiration date. On both the performance bond and the site bond, I made the motion to give the city permission to call the bond if a renewed letter of credit didn’t arrive in time. Robert Benson seconded, and all were in favor.

When a company makes a promise to Fairview, the taxpayers shouldn’t be left holding the bag. I care about protecting what belongs to you, and I’m committed to reading the fine print on your behalf.

Getting the wastewater plant expansion moving

Sewer plants aren’t anybody’s favorite subject, but a growing town can’t do without one. In August 2004 our City Manager explained the problems the wastewater treatment plant was coping with and asked to send the plant expansion out for bids. I made the motion, Commissioner Arney seconded, and all were in favor.

Planning ahead for the things nobody sees is part of taking care of a town. I care about Fairview growing the right way, and I’m committed to making sure the basics are there for your family.

Looking after the Highway 100 and 96 cloverleaf

Some of the trees planted at our Highway 100 and Highway 96 interchange didn’t make it, and that has bothered me. In October 2024 I reported to the Board that I had received approval from the State to replace the dead trees. In June 2025 I let folks know about maintenance work we had permission to do up there, and by September 2025 the trimming had begun.

There is more to do, and getting new trees in the ground is still the goal. I care about how Fairview looks to the families who live here and the visitors passing through, and I’m committed to seeing this one finished.

Office space at City Hall for United Way’s CASH Alliance

In February 2007 the Board took up an agreement to give the CASH Alliance, a United Way of Williamson County program, office space at City Hall. I volunteered to serve on the CASH Alliance Board, and on February 15 I made the motion to approve the agreement. Commissioner Mangrum seconded, and all were in favor.

When good people want to come help our neighbors, the least we can do is open the door. I care about the families here who are working hard to get ahead, and I’m committed to keeping that door open.

Stark Springs Trail at Bowie

John and Gerry Stark were among the first folks seated on our Park Commission back in 2005. In the fall of 2015 a custom-built bench was dedicated in their honor at Bowie, and that sparked an idea: renaming Sycamore Springs Trail as Stark Springs Trail. As City Manager I brought it to the Board in November 2015. Commissioner Crutcher made the motion, Vice Mayor Sutton seconded, and all were in favor.

Fairview is built by people who give quietly, year after year. I hope we always take time to say thank you, and I’m committed to honoring the neighbors who serve.

Fairview’s military historical markers

In September 2006 the committee working on Fairview’s military historical markers brought its wording to the Board. I made the motion to approve it, Mayor Brison seconded, and all were in favor.

The credit goes to the folks on that committee and, most of all, to the men and women those markers honor. I hope our young people always know what was given for them, and I’m committed to making sure Fairview remembers.

Adopting the Fairview Parks Master Plan

In March 2023 the Board appointed me to our Parks and Landscape Board, which suits me fine, because our parks have always been close to my heart. In July 2023 our Parks Director brought the Fairview Parks Master Plan to the Board for formal adoption. Commissioner Johnson made the motion, I seconded, and it passed 5 to 0.

A plan only matters if we follow through on it. I hope to see it carried out one project at a time, and I’m committed to keeping our parks a priority for Fairview’s families.

A conservation easement for Bowie Nature Park

This is one I’m thankful to have had a hand in. In 2008 I served on the task force that worked with The Land Trust for Tennessee on a conservation easement for Bowie Nature Park. On September 18, 2008, with the final draft approved by everyone working on it, I made the motion to approve the easement. Commissioner Mangrum seconded, and the motion carried. The papers were signed at City Hall on October 2, 2008.

A lot of good people worked on that easement, and it belongs to all of them. I hope our great-grandchildren walk those same trails, and I’m committed to protecting the park for them.

Repaving King Road before winter

In October 2013 the Board asked me to step in as Interim City Manager. A few weeks into the job, King Road needed attention before the asphalt plants shut down for the winter. I brought the Board a bid of $31,000 to mill the road, lay two inches of hot mix and stripe it, and asked them to move quickly for the sake of public safety. All five voted yes. By the first meeting in December I was able to report the job was done, because the paving crew had a cancellation in Franklin and put us next on the schedule.

A little luck helped, and so did a Board willing to act. I’m concerned about every road your family drives, and I’m committed to getting things fixed, not just talked about.

Planning Historical Village Park

In July 2024 a selection panel recommended a design firm for Historical Village Park, and I made the motion to approve it. Commissioner Johnson seconded, and it passed 4 to 0. That September I seconded the design contract, which passed 5 to 0, and reminded the Board that there are grants available for farmers markets and that Middle Tennessee Electric offers grants for sidewalks.

I’d love to see that property full of families on a Saturday morning. I care about getting it done without leaning any harder on taxpayers than we have to, and I’m committed to hunting down every grant I can find.

Fruit trees for the Community Garden

In September 2014 Tree Board member Jack Cannon and I walked the ground and stepped off where orchard trees could go at the Community Garden. I was there as City Manager. The Tree Board members cast the votes, and they approved buying the trees with Tree Bank funds and donating them for the 2015 National Arbor Day event. By May 2015 the fruit trees were planted.

The volunteers on that board did the real work, and I was glad to walk alongside them. I hope those trees are feeding folks for years to come, and I’m committed to supporting the neighbors who give their time to make Fairview better.

A Land Trust sign at the entrance to Bowie Nature Park

Back in 2008 I made the motion to place Bowie Nature Park under a conservation easement with The Land Trust for Tennessee. In June 2025 I told the Board I was working with the Land Trust on signs to let visitors know the park is protected. In January 2026 Commissioner Roberts kindly recognized that work, and in September 2026 I was able to report that a Land Trust sign is now displayed at the entrance to Bowie Park.

It’s just a sign, but it tells every family who drives in that this land is theirs to enjoy for generations. That is my great hope for Fairview. I care about this town and the people in it, and I’m committed to keep serving you with everything I’ve got.
